IT Programme Manager - Asia Pacific

JOB PURPOSE
The Regional IT Programme Manager is responsible for leading the successful delivery of strategic programmes and major change initiatives within Asia Pacific, ensuring these are executed in alignment with Burberry’s global portfolio priorities and GloCal delivery model. The role ensures that programmes are delivered locally with high quality and speed, while maintaining compliance with central governance, standards, and processes.
Working closely with regional stakeholders, delivery partners, and the Enterprise Portfolio team in the UK, the IT Regional Programme Manager ensures that regional execution meets business needs, manages risks and interdependencies and achieves programme outcomes with minimal disruption to day-to-day operations. This role acts as the single point of accountability for regional programme delivery, ensuring consistency, transparency and excellence in execution across all assigned initiatives.
The Regional IT Programme Manager will drive business engagement, provide leadership to regional delivery teams, and collaborate across cross-functional groups to ensure that the change agenda delivers measurable value to the region and supports Burberry’s strategic vision. They will also engage and influence senior stakeholders to secure support, drive decision-making and ensure long-term benefits realisation from the programme outcomes.
RESPONSIBILITIES
Programme Leadership
- Lead the end-to-end planning and execution of strategic programmes within the region, ensuring alignment with Burberry’s global portfolio and business priorities.
- Champion the GloCal delivery model by ensuring that programmes / projects are locally delivered and centrally governed, maintaining consistency with global delivery standards and methodologies.
- Act as the primary point of accountability for regional programme success, overseeing scope, timelines, budgets and quality.
Stakeholder Engagement
- Build and manage strong relationships with regional business leaders, site managers, store teams, and global IT and business stakeholders to drive programme alignment and adoption.
- Facilitate effective communication between central Portfolio Delivery teams and regional stakeholders to ensure shared understanding of objectives, progress and risks.
- Provide regular updates to both the Regional Director and the Enterprise Portfolio Manager through solid and dotted reporting lines, respectively.
Governance and Control
- Ensure that all regional programmes comply with governance frameworks, risk and issue management protocols, financial controls and reporting standards set by the Enterprise Portfolio, PMO.
- Proactively identify risks, interdependencies, and delivery challenges, escalating appropriately and recommending mitigation strategies to maintain programme momentum.
Financial Management
- Support the development of programme / project budgets in collaboration with Enterprise Portfolio central team.
- Monitor and manage regional programme / project expenditure, ensuring accurate forecasting, cost control and alignment with approved budgets.
- Provide financial reporting and insights to inform decision-making and support value-based delivery.
Local Resource Demand Management
- Identify and manage regional resource requirements, working with central Enterprise Portfolio and local stakeholders to ensure appropriate resourcing across the programme / projects.
- Forecast and track regional demand for key roles and skillsets, escalating resource gaps and contributing to prioritisation decisions.
- Optimise the use of local delivery agents and IT partners, ensuring efficient deployment and performance monitoring.
Delivery Execution
- Coordinate regional delivery teams, IT partners and local vendors to ensure timely and effective delivery of all programme / project components.
- Drive operational excellence by embedding continuous improvement principles into programme delivery and capturing lessons learned for future initiatives.
- Ensure seamless transition of completed projects into BAU support and operations.
Team Leadership
- Lead, coach, and motivate a regional matrix team of programme and project managers, delivery leads and subject matter experts.
- Foster a collaborative and inclusive culture that promotes accountability, innovation and performance.
Reporting and Transparency
- Provide consolidated views of all programmes underway within the region, highlighting dependencies, delivery performance and alignment with strategic objectives.
- Produce high-quality programme updates, dashboards, and status reports to inform executive decision-making and portfolio reporting for Programme Board / Enterprise Portfolio Committee packs.
PERSONAL PROFILE
Certifications
- Professional certification in project/programme management highly desirable.
Experience
- 7+ years’ experience in programme or large-scale project delivery, with at least 5 years in a senior role delivering complex, cross-functional programmes in regional or global contexts.
- Demonstrated experience delivering technology transformation programmes with a balance of strategic oversight and hands-on leadership.
- Experience operating within a matrix organisation with dual reporting lines and balancing central governance with regional autonomy.
Knowledge & Skills
- Strong understanding of IT infrastructure, enterprise systems, and service delivery within large organisations.
- Proven capability in leading local delivery teams while ensuring alignment with enterprise-wide portfolio frameworks and governance.
- In-depth knowledge of financial planning, budget tracking, and cost optimisation across programmes and vendors.
- Effective resource demand management and workforce planning experience in a multi-vendor, multi-location environment.
- Skilled in risk management, benefits tracking, stakeholder engagement and programme assurance.
- Excellent verbal and written communication skills, with the ability to influence senior stakeholders and simplify complex programme updates.
- Collaborative leadership style, with a focus on building trust, motivating teams and driving continuous improvement.
MEASURES OF SUCCESS
- Programme Delivery Success: Deliver regional programmes in line with agreed scope, timelines, quality and budget parameters, following the Burberry Project Management Lifecycle (PMLC).
- Alignment with GloCal Delivery Model: Demonstrate consistent adherence to Burberry’s GloCal delivery principles, ensuring programmes are locally executed but centrally governed.
- Stakeholder Satisfaction: Positive feedback from senior stakeholders, sponsors, and delivery partners, reflecting strong engagement, communication and partnership.
- Financial Control and Forecasting Accuracy: Deliver regional programmes within approved financial plans, with forecasting accuracy within a 3% tolerance and proactive cost management aligned with portfolio financial strategy.
- Resource Planning and Optimisation: Ensure effective regional resource allocation and demand forecasting, maintaining less than 10% variance in planned vs. actual resource utilisation and timely escalation of constraints.
- Risk and Issue Management: Timely identification, escalation, and resolution of risks, issues, and dependencies, with minimal disruption to delivery progress. Maintaining all programme / project risks and issues are tracked within Burberry’s Shibumi toolset.
- Cross-Programme Integration: Effective coordination with other programmes in the Enterprise Portfolio to manage interdependencies and avoid delivery conflict.
- Sustainability and Transition: Seamless handover to operational owners or BAU teams, with long-term capability embedded and change sustained.
- Continuous Improvement: Demonstrated contribution to the evolution of portfolio delivery practices and frameworks.
